ID:23509 There are two available groups that allow <num_device_targets_0> and <num_device_targets_1> targets but current design has "<design_targets>" in "<design_targets_groups>".

CAUSE: The number of targets in the design exceeds the group resources.

ACTION: Use noc assignment editor to reduce the number of targets in the design so it does not exceed group limits.
