HRR-10201: Registers Cannot Power Up with Don't Care Logic Level
Setting the ALLOW_POWER_UP_DONT_CARE assignment to OFF causes registers that do not have a Power-Up Logic Level setting to power up with a don't care logic level.
This assignment can help Hyper-Retimer retime such registers.
Recommendation
Consider setting the ALLOW_POWER_UP_DONT_CARE assignment to ON.
